Mobile HV Authorised Person

The Role

To provide SME support and governance for HV and LV operations on the PAM account and other Corporate Sector accounts as necessary

Duties & Responsibilities

Be responsible to the Controlling Manager for the compliance with, and the practical application of these Safety Rules.

Be responsible for the operation, isolation, discharging, proving dead of systems and equipment within the limits specified on the Senior Authorised Persons Certificate of Appointment.

Prepare, issue, and cancel the appropriate safety documentation in accordance with these Safety Rules.

Before issuing safety documentation and allowing work to proceed, satisfy themselves that the proposed Person in Charge is Competent/Skilled to carry out the work and has an adequate knowledge of the equipment and of ESP008.

Visit the place of work with the prospective Person in Charge to ensure that there are no additional risks associated with the working environment, above those specified on the formal Risk Assessment.

Based upon the activities defined in the Method Statement and the inspection of the place of work, identify on the appropriate safety documentation the known safety hazards, and specify the control measures to be implemented to minimise potential risks.

Advise the Controlling/Contract Manager whether the Tagout system may be safely applied for low risk work, or whether the Permit to Work system shall be applied and ensure that all Competent/Skilled Persons are aware of the adopted procedure.

When required, be appointed as the Duty Authorised Person for the control of work on a specified system / Place suppliers orders using the CAFM system.

Carry out an assessment of all Integral directly employed Authorised Persons and Competent/Skilled Persons, to ensure detailed knowledge of electrical systems, technical competence, and understanding of the requirements for practical implementation of these Safety Rules.

When appointing Competent/Skilled Persons who may be required to work alone, or at heights, the person’s fitness to carry out the type of work likely to be undertaken should be taken into consideration.

Be responsible for the distribution of all Safety and Technical Directives, Alerts and Bulletins to all Competent/Skilled Persons. The Authorised Person shall undertake this role on Sites with more than one Authorised Person.

Subject to a satisfactory assessment, recommend to the Controlling/Contract Manager the appointment of Competent/Skilled Persons.


In conjunction with the Safety Co-ordinator responsible for the Contract or Site, undertake regular audits to ensure that the Authorised Persons and Competent/Skilled Persons are complying with safety procedures and these Safety Rules. Report any deficiencies to the Controlling/Contract Manager.

Ensure that all systems and installations are operated and maintained in a safe condition at all times, reporting any potentially dangerous situations or occurrences to the Controlling/Contract Manager.

Ensure that regular inspections are carried out and maintain the Electrical Distribution Operating Records (EDOR). Inform the Controlling/Contract Manager of any requirement for equipment examinations and of any remedial work requiring urgent attention.

Identify any difficulties in applying these Safety Rules, and discuss with the Authorising Engineer any local procedures or other actions necessary to ensure a safe system of work.

Maintain all records, registers, schedules and schematic drawings relating to systems within his area of responsibility.

In the capacity of the Control Person, for complex operations, independently check and countersign the ‘Safety Programme’ for switching and isolation. Where this is practical the Control Person also monitors the switching operation.

Ensure that equipment that is showing any signs of distress is taken out of service.

Ensure that equipment and isolation points are clearly identified on drawings and physically labelled.

Ensure that test indicators and proving units are readily available and maintained in a safe and secure manner.

Ensure that schematic diagrams are displayed.

Produce quotations as required & technical situation reports.

Liaison with the operations team from engineer to director level.

Ensure that the Company is presented in a good light at all times / Work as an active member of the SAP team.

Follow Company procedures / Attend team briefings as required.

Carry out any other reasonable instruction from the line manager, their line managers or member of the senior management team

Person Specifications

A suitably qualified, trained employee with at least 7 years electrical experience, who has been assessed by the Authorising Engineer and appointed in writing by the appropriate Controlling/Contract Manager.

Prior to assessment by the Business Authorising Engineer, the Senior Authorised Person is required to have achieved the necessary standard at one of the following Company approved Authorised Person training courses:

a) An approved AP Course - Designed for Authorised Persons, Every three years thereafter, an approved refresher course for Authorised Persons.

b) An approved AE Course - Designed for Authorising Engineer responsibilities, to be taken every three years.


Once suitably trained and prior to appointment by the Controlling/Contract Manager, the Senior Authorised Person is required to demonstrate to the satisfaction of the Business Authorising Engineer, their detailed knowledge of the systems incorporated within his area of responsibility, combined with his full understanding of these Safety Rules and any site-specific procedures.
