Role Title: Compliance Team Leader

Location: Sunbury

Role Purpose:

To provide and efficient control of work service, supporting projects, moves and churn and operational activities across the portfolio for our client.

PURPOSE OF ROLE

To provide and efficient manage service, supporting both the correigo superusers and the TSM to ensure that compliance and statutory regulations are met and evidenced.

Will be required to work closely with the major stake holders on the account to ensure that log books and asset information is current.

Asset information and remedial actions have been identified and actions against these.

Working alongside the Compliance manager for EMEA, EMEA Control of works, Regional Engineering Manager and the Technical Manger the candidate will take guidance from all parties to able to better undertake their role.

They will work closely with the Site Supervisors, site Control of works, project teams and Technical Manger to ensure information and record keeping is kept current and up to date

They will have a health relationship with supply chains and the technical Team to be able to successfully carry out their role.

Areas they will cover:

F-gas Compliance,

Fire Systems , support manage the service contractor and security

Compliance insurance inspections

LOLER and Lifting Management

Gas safe

KEY OBJECTIVES OF THE ROLE:

1. Host, oversee and work with visiting contractors, both project related and in support of the operational team activities.

2. Manage work delivery at client premises, ensuring agreed quality objectives and timely project completion.

3. Able to understand faut finding and solutioning of system break downs and repairs in a timely manner.

4. Support the regional Leads with identifying risks to assets and systems end of management and repairs to support critical systems.

5. Manage safe execution of work to ensure adherence to the safe systems of work.

6. Carry out and meet SLAs and PPMs set by the contract.

7. Look to innovate and improve on best practices and support JLL growth by developing skill sets and learning new processes.

8. Develop and share ideals and knowledge.

9. Ensure completion of all reactive Helpdesk Requests ensuring closing and completion in line with SLA’s

10. Support the Client Projects / JLL Projects and Operational teams by coordinating activity and advising limitations.

11. Develop and maintain consistent, professional and effective communication with project managers, contractors, consultants, customers and client representatives.

12. Provide suitable Health & Safety information to contractors including client protocols & JLL EHS requirements, local procedures, welfare facilities.

13. Carry out and document inspections of work equipment within competency.

14. Undertake proportionate monitoring of contractors and equipment to ensure that method statements and risk assessments, are being adhered to and high standards of work is maintained

15. Carry out and document workplace inspections to JLL and Client requirements.

16. Take appropriate action where sub-standard performance has been identified.

17. Coordinate with FM infrastructure teams with formal handover of completed works.

18. Ensure that refresher training is undertaken for safety critical job specific requirements at regular intervals.

19. Proactively seek innovation in all areas of service provision, in pursuit of continuous improvement

20. Accountable to their immediate Manager for ensuring all service partners operate in compliance with JLL & BP Environmental, Health & Safety policies and procedures and with local, national or European EHS legal requirements.

21. Bring to the immediate attention of Site Manager any critical incident or problem that could affect the ability of the JLL Team to meet their contractual obligations or BP’s expectations.

23. Aid and help the technical team add resilience with local and skill sets to aid the account.

24. This role will support ensuring QHSE Statutory, operational and compliance with Client and JLL standards.

25. To promote a Health & Safety culture with the effective implementation of company policies, procedures and responsibilities.

26. Responsible for the maintenance and update of Compliance policies and procedures

27. Providing practical solutions to ensure both operational and legal compliance is maintained

28. Responsible for ensuring that all statutory, regulatory, legal requirements for the health and safety of staff, contractors, customers and the public are met

29. Responsible for managing the health & safety of all aspects of the technical services;

30. Review and implement client procedure in line with JLL & HSE procedures

31. Driving the Health & Safety Culture on site across the entire FM Team including on site supply partners

32. Support the Client with the BP Safety Management system; regular review of BP MPs

Logbooks

Contract reference, Health & Safety, Electrical Safety, Water Management, Fire Safety, Environmental Wate and F Gas, Other services logbooks & E-logbooks

Make sure documentation is up to date and relevant

Monthly audits & tracking of any actions to closure

Point of contact for both internal and external Audit (QHSE, Technical, BS standards)

Technical Team

Organise and chair monthly team meeting;

Advice and support TSM and ESM with BAU activities, projects, strategies

Create and implement BOS process to guide and improve team performance

Create and implement improvements to all our policies & operations. Ensure that safe working practices are adopted as the top priority for all activities undertaken and that they are supported by all relevant documentation/training/service sheet

Assist with Control of works operations provide guidance and asset infoamtaion on life cycle Point of contact for between project Team and technical team;

PPE and Tools sourcing and inspection

Review and support monthly/annual inspections of access equipment (ladders, stepladders, desk surfers, fixed ladders)

Coordinate and support with statutory compliance (maintenance and insurance), including but not limited to annual calibration, coffee machines pressure test, MEWP LOLER, access equipment, emergency lights

Assisting with managing catering contractors, providing monthly updates

Sub-contractor management

Sub-Contractor Compliance & Log book audits, Including all elements of compliance and QHSE

Coordinating contractors’ activities including statutory inspection, service maintenance visits, repairs, small project, review of RAMS

Obtaining quotes and remedials. Ensuring that asset information and life cycle plan is current.

Supporting with Annual review meeting and audit of service suppliers.

Water Management

Assisting appointed Responsible person for water management, control of Legionella for site; ensuring preventative and reactive activities are carried out as per L8 ACOP schedule

Carry out quarterly audit on fgas, Insurance and gas safe management logbooks, including coordinating and planning of actions following contractors’ recommendations (carried out by ME Team, contractors)

Accident/Incidents

Supporting with accident & incident investigation as required

KNOWLEDGE, SKILLS & QUALIFICATIONS REQUIRED

Building Services Knowledge

HVAC Knowledge , compliance or log books

Facility knowledge

HSE Knowledge

City & Guilds or equivalent in an, FGAS ,Catering, Electrical minimal required standard Construction or related discipline

SMSTMS / IOSH / NEBOSH certification desirable

supervisory experience of contractors for both remedial service and maintenance,

Computer literate, familiar with MS Office Applications, including Microsoft Project and capable of becoming competent user of bespoke databases

Experience of having worked in a similar role within a large diverse organisation and have a proven track record of success in delivering and monitoring EHS activities

Excellent knowledge of Health, Safety and Environmental issues, with the ability to interpret relevant policy and legislation, and implement this across all working practices.

Ideally, experience of working in a continuous improvement culture.

Minimum of 5 yrs experience with a Recognised Apprenticeship

Understanding not limited to complex systems and understanding principles of building automation and plant operations.

Read system drawings, and system ideal to there disaplines

HSE ISO and or understanding in management of compliance and control of systems

Flexible in attendance due to varied contractor working hours (including regular evening and weekend working)

Developed communication, interpersonal and negotiation skills.

Clearly communicate intentions; resulting in the production of key deliverables to aggressive timescales.

Flexible, self-motivated, well organised, confident manner, team-player.

Process orientated, meticulous with the ability to organise and prioritise own workload.

Ability to complete work activity without direct supervision.

Comfortable within and prepared to contribute to a strong safety culture.

Understand and use CMMS in previous role.
